ChatGPT and Codex will share one token-based usage allowance from December
OpenAI has published a help article, "Understanding ChatGPT and Codex usage limits", announcing that starting in December the usage allowance on its Plus, Pro and Business plans will be shared across ChatGPT and Codex. The company links the change to bringing the agentic capabilities of its Work product into the main ChatGPT experience.
Usage will be measured in tokens, the units a model processes and generates. How much of the allowance a request consumes will depend on the model chosen and the task: more advanced models and more complex tasks generally use more. Instant chat will not draw from the allowance at all.
OpenAI says it expects most users will not need to wait for a reset more often than they do now. Combined remaining usage and reset times will be shown under Settings → Usage, and a user who reaches the limit can wait for the reset, upgrade the plan or buy credits to keep using eligible features. The article gives no token figures per plan and no exact date in December.

What it means
Until now a heavy Codex day and a heavy chat day were budgeted separately. Under one pool they compete: a long agentic coding session on an advanced model can leave less for chat, and the other way round. Developers who lean on Codex should watch the Usage page in the first weeks of December and pick the model per task deliberately, since the article says model choice is now a direct lever on how far the allowance goes.
